.Mitä Helsingin yliopistossa oikein tapahtuu? 26.9.2014 Noin vuosi on kulunut siitä kun Helsingin yliopiston johto ja johtoelimet vaihdettiin, osa edelleen kolmikantavaalien kautta, osa suoraan ylhäältä päin, kuten vuonna 2010 käytäntöön tullut yliopistolaki edellyttää. Marraskuun 2013 alussa – yliopistovaalien päätyttyä juuri niin surkeasti kuin ne päättyivät – tilanne vaikutti ainakin minusta synkältä ja pahaenteiseltä. Professoreista vain neljännes äänesti opetuksen ja tutkimuksen vapauden, sivistyksen, yliopiston itsehallinnon, demokratian ja julkisuusperiaatteen puolesta. Syyskuun 2014 lopussa monet peloista näyttävät olevan toteutumassa. Henkilökunta vähenee varsinkin tutkimus- ja opetuspuolelta samaa tahtia kuin mitä yliopisto tekee ”tulosta”. Henkilötyövuodet ovat vähentyneet noin viidelläsadalla, suurin osa siten, että avoimina olevia paikkoja ei täytetä. Nyt päivän uutiset kertovat, että Helsingin yliopiston koulutus- ja kehittämiskeskus Palmenia irtisanoi 36 työntekijää yt-neuvotteluiden jälkeen, ja että irtisanomistilanteessa työntekijöitä on kohdeltu alentavasti. Paraikaa lausuntokierroksella on myös rehtorin ja keskushallinnon esitys, että hallitus valitsee rehtorin esityksestä dekaanit, mikä peruu sen vähäisenkin demokratian mitä Helsingin yliopistossa vielä on. Samassa esityksessä ollaan myös rapauttamassa kollegiaalisuutta. Uusilta johtajilta ollaan edellyttämässä aiempaa paljon vähemmän akateemista taustaa, siis aitoa osallisuutta tutkimukseen ja opetukseen. Onko yliopistolaisissa enää mitään henkeä jäljellä? Yhteiskuntatieteilijänä tiedän kuinka alttiita ihmiset ovat tottelemaan auktoriteetteja. Milgramin kokeet 1960-luvussa ja monet debatiti niiden ympäriltä kertovat, että ihmiset ovat yhtä alttiita valtasuhteille kuin myös vakuutteluille, että asiat ovat hallinnassa ja mitään huonoa ei ole tapahtumassa. Ja vaikka he eivät ihan tosissaan tähän uskoisikaan, aina voi toivoa parasta. Surullisinta tässä kaikessa on se, että suurin osa ihmistieteilijöistäkin näyttäisi olevan lampaita. He menevät johtajan mukana, mitä johtaja sitten sanookaan. Jos teoria ja käytäntö ovat näin kaukana toisistaan, missä ihmeessä on vika!? Lopuksi vain muutama nopea tarkennus alun pointteihin. Ensinnäkin Helsingin yliopisto teki vuonna 2013 ”tulosta” (voittoa) melkein 30 miljoonaa euroa. Lisäksi yliopistolla olisi eri lähteistä monia kymmeniä miljoonia pelivaraa, jota voitaisiin jakaa toimintaan. Ihmistieteiden osuus tästä olisi vajaa puolet, tai ainakin kenties kolmannes, mikä helposti riittäisi kattamaan kaikki vajeet ja vähintään pitämään yllä normaalia toimintaa ellei jopa kehittämään sitä. Uutisen 26.9. mukaan Helsingin yliopiston akavalaisten pääluottamusmies Tapani Kaakkuriniemi kertoo, että työnantajan eli HY:n johdon käyttäytyminen oli pöyristyttävää. Kaakkuriniemen mukaan irtisanomistilanteessa työntekijöitä haukuttiin, nöyryytettiin ja heidän osaamistaan vähäteltiin. Uudessa johtosääntöesityksessä on monia muitakin ongelmallisia kohtia kuin dekaanien valinta. Tässä johdon esitys dekaanien valinnasta tarkemmin: ”Hallitus ottaa dekaanin rehtorin esityksestä enintään viiden vuoden määräajaksi. Rehtori asettaa dekaanin rekrytointia valmistelemaan työryhmän, johon tiedekuntaneuvoston professoreita, henkilöstöä ja opiskelijoita edustava ryhmä nimeää kukin yhden jäsenen. Valmisteluryhmään voi kuulua myös tiedekunnan ulkopuolisia jäseniä. Hallitus voi rehtorin esityksestä vapauttaa dekaanin tehtävästään.” Dekaaneista tulee yhä enemmän ammattijohtajia, joiden tausta tutkimuksessa ja opetuksessa kapenee (aiemmin dekaanin piti olla professori tai ainakin saavuttanut professorin pätevyyden): ”Dekaaniksi valittavalta vaaditaan, että hän on suorittanut tohtorin tutkinnon ja että hänellä on dekaanin tehtävien hoitamiseksi tarvittava kyky ja ammattitaito sekä käytännössä osoitettu hyvä johtamistaito. Dekaanilla tulee olla kokemusta tiedekunnan piiriin kuuluvan tieteenalan johtamisesta.— Helsingin yliopiston kollegion professorijäsen PS. Vaikka yhtäkään muutosehdostusta ei perustella, kaiken tämän taustalla lienee jonkinlainen hypoteesi siitä, että yksinvaltainen ja erillinen johtajajärjestelmä on demokratiaa ”tehokkaampi” (mikä on sama kuin klassinen führer-prinsiippi). Kaupunki on muuttunut aika lailla siitä, kun 1970-luvulla teimme vaimon kanssa SKP:n lähettäminä yhdeksän vuoden ”häämatkan” Moskovaan. Mutta kaikki ei ole suinkaan muuttunut. Liityin jatkuvaan jonoon Lenin-mausoleumiin. Siellä hän pötköttää Unescon suojelemassa hautakammiossa kuin Tutankhamon ikään. Vaikutelmaa vahvisti Venäjän nykyajan historian museossa nähtävillä oleva pitkä dokumenttifilmi Leninin hautajaismenoista. Entisessä Lenin-museossa Punaisen torin varrella on esillä uusi Lenin-näyttely. Siinä on ennen näkemättömiä dokumentteja ja esineitä, mm. suomalaisen Oskari Engbergin tekemät vihkisormukset Leninille ja Krupskajalle. Näyttely oli varsin asiapitoinen. Samassa rakennuksessa on myös ensimmäisen maailmansodan näyttely. Lenin oli merkittävin tuon sodan kriitikko. Siitä hyvästä hän oli vuonna 1917 ehdolla Nobelin rauhanpalkinnon saajaksi. Maailmansodan näyttelyitä oli monissa moskovalaismuseoissa. Kävin myös Moskovan ulkopuolella Bolshevon kylässä runoilija Marina Tsvetajevan museossa. Museon johtaja kertoi lähettävänsä osan palkastaan Donetskiin sukulaisilleen, jotka ovat olleet Kiovan hallituksen joukkojen pommitusten kohteina. Kaikki tapaamani moskovalaiset tuomitsivat Kiovan hallituksen asevoimien raakalaismaiset toimet kansalaisiaan kohtaan Itä-Ukrainassa. Krimiläisten kansanäänestyksessä esittämä toivomus päästä jälleen Venäjän yhteyteen hyväksyttiin oikeutettuna. Krimin päätöstä ei kriminalisoitu Moskovassa. Runoilija Jevgeni Jevtushenkon museo on avattu toisessa Datsha-kylässä Peredelkinossa Moskovan ulkopuolella. Moskovan keskustassa kävin säveltäjä Sergei Prokofjevin museossa. Sinne oltiin tekemässä erikoisnäyttelyä säveltäjä Alfred Schnittkestä. Kulttuuriväelle avattujen erikoismuseoiden määrä on Moskovassa vaikuttava. Suomessa ei saada avattua museota edes Minna Canthille. Yhdellekään naispuoliselle kulttuurihenkilölle ei maassamme ole museota. Ruokakauppojen valikoima oli laajempi kuin suomalaisten vastaavien. Ruplan kurssi ohjaa kulutuskysyntää ja ostoskäyttäytymistä kotimarkkinoille. Suomalaisille hinnat ovat edullisia. Silmään pisti uusi sahalinilainen kalakauppaketju. Kaviaaria ja lohikalaa oli monenlaista eri laatua. Moskovalaiset naureskelivat näille kohutuille pakotteille. Selvimmin ne ovat näkyneet halpoina Valion juustoina ja puolalaisina tomaatteina suomalaisissa marketeissa. Metroasemia syntyy uusia kuin sieniä sateella. Kävin tutustumassa uuteen Spartak-asemaan, joka on avattu upouuden hienon Spartakin stadionin viereen. Sen edustalle on pystytetty näyttävä orjien vapaustaistelijan Spartacuksen patsas. Muutenkin Moskovan lisäksi Venäjällä on viime aikoina tehty maailman suurimpia investointeja. Suurin niistä on kaasuputken rakentamisen aloittaminen Siperiasta Kiinaan. Moskovaan pääsee kätevästi venäläisellä Leo Tolstoi -junalla. Sen vaunut ovat uusia ja palvelu junassa erinomaista. Ruokapaketit ovat hyviä ja vessat siistimmät kuin vastaavat suomalaisissa junissa. Σήμερα φαίνεται ότι έχουμε περάσει σε μιαν αντιστροφή αυτής της εικόνας, αν θεωρήσουμε ως ακριβείς τις μελέτες επίσημων ή ανεπίσημων φορέων. Με πιο πρόσφατη αυτή του γραφείου προϋπολογισμού της Βουλής, η οποία υπολογίζει σε 6,3 εκατομμύρια τους έλληνες πολίτες που ζουν είτε κάτω από τα όρια είτε στα όρια της φτώχειας... Το απίστευτο αυτό ποσοστό που παραπέμπει σε χώρα της υποσαχάριας Αφρικής μπορεί πράγματι να στηρίζεται σε στατιστικά στοιχεία, αλλά δεν αποτυπώνεται πάντως στην πραγματικότητα που βιώνει όποιος κυκλοφορεί στην Αθήνα ή σε άλλες μεγάλες πόλεις που αντικειμενικά έχουν υποστεί τις μεγαλύτερες συνέπειες της κρίσης. Πράγματι η ανεργία ιδιαίτερα των νέων βρίσκεται σε δυσθεώρητα ύψη, πράγματι ένα σημαντικό κομμάτι της κοινωνίας υποφέρει, αγωνίζεται να τα βγάλει πέρα, αλλά αν πράγματι οι 6 στους 10 πολίτες βρίσκονταν κάτω ή στα όρια της φτώχειας, θα το ζούσε, θα το αντιλαμβανόταν και ο πιο ανίδεος παρατηρητής της κατάστασης. Και ευτυχώς κάτι τέτοιο δεν συμβαίνει. Είμαστε σίγουρα μια πολύ πιο φτωχή χώρα από ό,τι στο παρελθόν. Με πολύ λιγότερα εισοδήματα, με περισσότερους φόρους, με περιορισμούς στην κατανάλωση. Δεν είμαστε όμως μια τριτοκοσμική χώρα που οι πολίτες της κυριολεκτικά φυτοζωούν, όπως θέλει η έρευνα του γραφείου της Βουλής. Ισως γιατί προσαρμόσαμε τις ανάγκες μας στη σκληρή οικονομική πραγματικότητα, ίσως γιατί υπάρχει ακόμη - αποδεδειγμένα - αρκετή παραοικονομία, ίσως γιατί υπήρχε κρυφός συσσωρευμένος πλούτος. Αλλωστε αν πάρουμε κάποιες άλλες στατιστικές, για το κατά κεφαλήν εισόδημα π.χ., θα δούμε ότι είμαστε στον μέσο όρο της Ευρώπης, αρκετά πάνω από χώρες όπως η Πορτογαλία, η Πολωνία, η Ουγγαρία, η Ρωσία. Η καλύτερη ίσως απάντηση στις στατιστικές αναλύσεις είναι η συνειδητοποίηση της νέας πραγματικότητας που ζούμε και οι προσπάθειες χιλιάδων συμπατριωτών μας να αφήσουν πίσω τα λάθη και τη νοσταλγία του παρελθόντος, επενδύοντας στις δυνάμεις, στις γνώσεις και στις ικανότητές τους. But to a former KGB officer like Vladimir Putin, the Cold War has never really ended, and Nato is an exceptionally dangerous and perfidious enemy. You may not criticise corruption in Russia, he says, as that would play into Nato’s hands. Gorbachev says he agreed to withdraw from Soviet central Europe only after being promised that ‘Nato would not move a centimetre to the east’. Since then, however, as many as ten eastern European countries have joined Nato, and Ukraine seems to be next in line. So Moscow seeks to justify the invasion as no more than a defensive move, taken in response to Nato’s treachery and expansionism. Baker’s notes and Gorbachev’s recollections are all very interesting, but after all, the Soviets themselves were meticulous note keepers. Every word said by their leaders was recorded, and the transcripts circulated to those who needed to know. If Nato leaders really had given assurances to Gorbachev, the Kremlin would have it in black and white. Ten years ago, it seemed as if these files would be open to the public: Gorbachev’s former aides preserved their own copies, and let historians see them. Putin’s aides intervened to stop this outrageous spreading of state secrets. But not before I had copied the documents and smuggled them out of Russia. The records show no trace of a promise that Nato would not expand. It’s quite clear that Nato expansion was already on the cards: indeed, Gorbachev was talking about joining the alliance. No promise was broken because none was made. And if the idea of a broken promise is being used as casus belli in Ukraine, it is being used fraudulently. The records show that, on 25 May 1990, Gorbachev spoke to President François Mitterrand of France, referring to ‘some voices’ in eastern Europe ‘advocating these countries leaving the Warsaw Pact and joining Nato’. He then commented: My own attitude to such changes is far from dramatic. We have recognised the right of those countries to have such social systems and ways of life as they may freely choose. All the more so since this does not prevent co-operation between us. Let them choose to organise their lives in such forms as they please. Inline sub2 Had Gorbachev demanded assurances of no Nato expansion at the time, they would probably have been readily given. But in fact he demanded the opposite. On 31 May 1990 he told US President George H.W. Bush: I see your efforts to change the functions of Nato, to try and involve new members into that organisation. If you seriously take a course towards a transformation of the alliance and its political diffusion in the common European process, that, of course, makes it an entirely different matter. But that would raise the question about turning Nato into a genuinely open organisation, whose doors would not be closed to any country. Then, perhaps, we also might think about a Nato membership for ourselves. On 8 June 1990, Gorbachev told Margaret Thatcher: Reforming both Nato and the Warsaw Treaty Organisation, and an agreement between them, would lead to a situation when any country would be able to join either of those organisations. Maybe someone else would want to join the Nato. And what if we, the USSR, decide to join the Nato? On 5 March 1991, Gorbachev told John Major: ‘To subvert Nato from within, we [Russia] are going to write an application to join Nato.’ Major answered: ‘It is better to apply for membership in the European Community.’ To which Mr Gorbachev replied: ‘If we are talking about Europe from Atlantics to Urals, we should look at the military organisations through the same spectacles. You just cannot sit on two chairs at the same time. Parts of you may get pinched between them.’ So where is the naive Gorbachev of the Russian myth, with his gullible acceptance of Nato’s false promises? He was talking of a much wider alliance. And what of James Baker’s notes? Phrases like ‘not an inch eastwards’ were in fact used in a very different context: an issue which arose out of the unification between West Germany, where Nato troops were stationed, and East Germany, with its Soviet troops. It was agreed that, for a few years’ transitional period, all troops would stay where they were. The Soviets would be given time to prepare their withdrawal, while the Nato troops would not move an inch eastwards into former East German territory. But there was a bigger deal that Gorbachev wanted (and secured). Nato would be ‘reformed’ into a ‘political’ organisation and open its doors to co-operation with the East, which would result in its eventual ‘political diffusion in the common European process’. ‘If it is not against us that Nato is meant to fight, then against whom? Not against Germany, by any chance?’ asks Gorbachev in one conversation with the US President. ‘As I said, against instability,’ replies Bush. The promise really given in 1990 was to ‘politicise’ Nato in this way. That promise was faithfully kept, with unfortunate consequences. During the first Cold War, the strength of Nato was its structure as a straightforward defensive alliance. If you attacked one Nato member, you were at war with all others, simple as that.
